Der Verein wurde am 14. Mai 2003 gegründet, als die Fußballabteilungen des 1. FC und BSV 98 Bayreuth verschmolzen. Die beiden ursprünglichen Vereine existieren noch ohne eigene Fußballabteilungen.
Ziel des FSV Bayreuth ist es, die eigenen Jugendspieler fußballerisch und persönlich weiterzuentwickeln und in die 1. Mannschaft zu integrieren.
